Born in the town of Kirensk, Irkutsk Region (Russia) in 1945.

Upon graduation from the Izhevsk Mechanical Institute worked at enterprises of the USSR Ministry of General Mechanical Engineering.

Held managing positions in the Young Communist League and the Communist Party organizations of the USSR since 1970.

Vice-President of the Supreme Soviet (Parliament) of Turkmenistan, 1989-1991.

Minister of Economics and Finance, Deputy Chairman of the Cabinet of Ministers of Turkmenistan, 1991 to 1996.

First Vice-President of ITERA International Group of companies, 1997-1999.

President of ITERA Holding Ltd.  since 1999.

Chairman of the Management Board of ITERA Oil and Gas Company since 2003.

Vice-Chairman of the Board of Directors of ITERA Oil and Gas Company since 2006.

Awarded with the Order of "Peoples' Friendship", the Order of "Badge of Honor", and the Medal of Friendship (state award of Mongolia).
