Edward Rossel held a business meeting on March 14. Issues of co-operation between the Sverdlovsk Region and Itera Oil and Gas Company were considered at the meeting. Vladimir Makeyev, Chairman of the Company Management Board took part in the meeting.
Edward Rossel pointed out that Itera was and old-established strategic partner his region that has been providing natural gas to consumers of the Sverdlovsk Region to cover their entire demand for eight years. A Cooperation Agreement between the Sverdlovsk Region and Itera until 2015 was signed a year ago. Natural gas consumption in the Region shall be over 20 billion cu m this year. It is going to increase to 30 billion cu m a year by 2015.
13 gas boiler-houses and 54 km of gas pipelines have been constructed in accordance with the Agreement in 2007. The construction plan for 2008 is 16 gas boiler-houses and 163 km of gas pipelines. Uralsevergaz (an Itera affiliate) is currently operating 60 proprietary boiler-houses in the Region. Facilities of a new type (where garbage is to be used as fuel) are going to be constructed, as well.
It was pointed out at the meeting that there was not a single restriction in gas supply to consumers in the area during the heating season. Certain problems were raised, as well. Consumers’ indebtedness for gas supplied was over Rubles 3 billion. As is known, the issue of indebtedness was considered in a panel session of the Council on Public Security under the Governor of the Sverdlovsk Region in the fall of 2007. Edward Rossel then seriously warned all heads of local governments about a need to accomplish settlements with the gas supplier. It looks like many heads of local governments hope that during a cold season nobody would dear to cut debtors from the gas supply.
As a result, Edward Rossel ordered Victor Koksharov, Chairman of the Government of the Sverdlovsk Region, to unscramble the matter with every debtor on a personal basis.
