UralPolit.ru, an information agency, published an article on gas provision program in the Ural Federal District and make a note of ITERA Oil and Gas Company’s (ITERA OGC) successful activity in the Sverdlovsk Region.
ZAO Uralsevergaz, an ITERA OGC affiliate, which has a Partnership Agreement with Gazprom, is doing the bulk of gas provision work in the Sverdlovsk Region. Natural gas has been supplied to the Middle Urals for ten years based on a Cooperation Agreement between the Government of the Region and ITERA OGC.
According to Edward Rossel, governor the Sverdlovsk Region, assessment: «we had built up unique relationship with ITERA. No one else enjoys anything of this kind in Russia. » He made this statement this April in Yekaterinburg during the subscription ceremony of a regular Cooperation Agreement between the Government of the Region and ITERA until 2015. The document gives praise to cooperation results, especially to reliable supply of natural gas to consumers in the region in 1999-2007. A note was made of the Company success in carrying-out a gas supply provision Program and construction of sources of heat, industrial and socially significant facilities, and for charitable activity.
Within the framework of the new Agreement ITERA jointly with the local government is going to create an efficient fuel and energy balance in the Region. Attention shall be given to saving natural gas, implementation of energy-efficient technology and installation of modern energy-efficient equipment, as well as to construction of new generating capacities intended to improve reliability of energy supply to industrial enterprises in the Region.
According to the Gas-supply and Provision of Gas Supply in the Region Master Plan until 2015 and for a perspective until 2020 the regional Government and ITERA will jointly ensure provision of gas supply to 72.5 % the facilities (as against 53 % now), 43 % in the country (as against 12 % now) in the region by 2020. Over a 1000 populated localities of the Middle Urals shall receive natural gas (268 of them receive natural gas today). Íà 560 òûñÿ÷ increase The number of gas-fired apartments and individual houses shall increase by 560 thousand, while the length of local gas distribution pipe lines shall go up by 5 thousand km. The project is to be worth Rub. 77 billion.
Implementation of the Gas Supply Provision Program for the Middle Urals is in full swing now. Two more settlements of the Sverdlovsk region began receiving natural gas this spring. They were Nikolo-Pavlovskoye and Petrokamenskoye (Gornouralsky Administrative District). About 300 houses in the first on and over 200 houses in the second one were provided the gas supply. Gas pipelines from Verkhniaya Siniachikha to Makhnevo settlement and further on to Vostochny and Sosva are currently under construction (natural gas is expected to be provided to Makhnevo this year). Pyshma-Kamyshlov gas pipeline is under construction, as well. The prospect plan includes construction of a Bilimbai-Shalai in 2009.
Victor Koksharov, Prime Minister of the Region, pointed out that as far as funds appeared in excess of the budget expectation, additional funding was appropriated on gas supply of settlements. Rub. 89 million have been additionally funded to construction of the gas pipeline to Makhnevo within the limits of adjustment of the budget of 2008 alone. Moreover, funds over the plan shall be appropriated to gas supply provision of Bilimbai-Shalai territory. According to Victor Koksharov, the challenge leaders of the region have to meet is to ensure gas supply provision of over 50 percent the number of settlements.
